
The municipal organization introduced a dynamic park management system on September 10 to keep requests open with just a responsible declaration.
Alicante, February 26, 2025. The Housing Board of the Alicante City Council will approve this Friday at its General Assembly the allocation of the first 25 social rental housing units in the municipal park, following the reform of the housing pool that came into effect on September 10 last year, benefiting 43 people. This change in the census makes it a dynamic and permanently open tool, allowing requests to be submitted only with a responsible declaration regarding compliance with the requirements.
Of the 25 units that make up the permanent housing offer in the park, 3 are for the Youth Emancipation Program, 12 are for the Intergenerational Seniors, 2 for Intergenerational Youth, and 8 for General Leasing.
Prices range from 120 to 299 euros for rent and community expenses. With the exception of the units belonging to the General Leasing Program, most are one-bedroom, in contrast to the General ones which are intended for larger living units with 2, 3, or even 4 bedrooms. The average floor area of the units is 50.28 square meters, with an average price including expenses of 218.21 euros.
The Housing Councilor, Carlos de Juan, highlighted that «we first reformed the municipal housing pool, which used to open occasionally to applicants temporarily, to introduce a dynamic and permanently open system where applicants only need to submit a responsible declaration of compliance with the requirements to access social rental housing. And now, we are activating the first allocations from the permanent offer of 25 units, from this new housing pool, open and accessible, in its different social rental programs for general, youth, intergenerational, and affordable housing.»
«This government team led by Mayor Luis Barcala has committed to promoting the construction of over 6,000 housing units in the city through land release and urban planning activation, with 33%, around 2,000 units, allocated to protected housing,» highlighted Carlos de Juan. «Additionally, the Housing Board is promoting new developments focused on social rental, prioritizing youth emancipation, with the completion of 15 units in El Portón for 1.4 million euros, in the Old Town; the upcoming rehabilitation of 14 more units in the former teachers’ housing building in San Gabriel, and the new construction of a 32-story building on Ceuta Street in San Blas; as well as making various plots available to the Generalitat for the construction of protected housing through the Vive Plan.»
De Juan also noted that «the Municipal Housing Board is the only entity with these competences among the city councils of the Valencian Community, managing 746 units in various social rental schemes, in addition to the 463 units under the Affordable Rental Program from private individuals who trust this municipal entity for management.»
Profiles by Programs
Regarding the three beneficiaries of the Municipal Youth Emancipation Program, 67% are women, their average income is below twice the IPREM, the public indicator of multiple effects income, and they are of Spanish nationality. The average age is 32 years, with one of the requirements to access this program being under 36 years old. They live alone.
As for the Intergenerational Leasing Program for Seniors, the average age of the twelve beneficiaries is 70 years, with participants required to be over 65 years old, and 75% are women, with incomes below twice the IPREM and of Spanish nationality. The beneficiaries live alone.
Given the intergenerational nature of the program, it has also been awarded to two young people under 36 years old, with a supportive profile, living with the seniors, with an average age of 24 years, and incomes below twice the IPREM and of Spanish nationality. They live alone.
Finally, regarding the eight beneficiaries of the General Leasing Program, focused on families, the average age of the applicants is 48 years, with 75% being women, similar to other programs. The average number of members is 3, although family sizes range from 5 to 3 members. Incomes are below 2 times the IPREM, with Spanish nationality being the most common.
The data from the census corresponding to the first extraction and selection of applicants and beneficiaries, dated October 30, 2024, was conducted on the 253 active requests. Out of these requests made through a responsible declaration of compliance with the requirements to access housing, 70 were eventually disqualified for not meeting the criteria, leaving 183 active requests from which 25 units were allocated.
The procedure developed with the new system for verifying compliance with the requirements to access municipal social housing found that 7 out of 10 applicants did not meet the criteria. The hundred checks were conducted on applicants registered in the pool with the highest score in the provisional assessment. Of these, only 30% continued with the selection process, while the remaining 70% were disqualified, either for not meeting the access requirements or for not submitting the required documentation on time.

As of December 31, 2024, there are 466 active requests, «which, if the trend of this initial credential check for housing allocation is maintained, could be reduced by 70%,» clarified the councilor.
Carlos de Juan thanked the staff of the Municipal Housing Board for their efforts in the process of revitalizing the municipal housing pool and allocating these first 25 units with the new procedure, allowing the pool of applicants to remain permanently open to respond to citizens’ initiatives to access municipal housing under social rental conditions.»
