Alicante, March 25, 2025. The City Council of Alicante has taken another step in the development of the new neighborhood Lomas de Garbinet, which will have 930 housing units, of which 40% will be protected. The Local Government Board has agreed this Tuesday to issue a favorable environmental and strategic territorial report for the development of the partial plan of sector PAU 9, Lomas de Garbinet, after collecting the relevant sectoral reports. This sector will also have a public educational center and a park of 356,838 square meters, and it is expected that construction can begin by the end of 2027.
«With the approval of the favorable environmental and strategic territorial report, we take an important step in the development of the new neighborhood Lomas de Garbinet and continue to advance in one of the major objectives of the mandate, which is the promotion of housing to meet the current and future demand of Alicante, with a special emphasis on the promotion of protected housing, whose percentage increases from the initially planned 30% to 40%,» highlights the Councilor of Urban Planning, Rocío Gómez.
The next steps for the planning process are the presentation of the preliminary version of the partial plan by the promoters, which must receive a favorable report from the City Council, after which it will be exposed to the public for a period of 45 days and new sectoral reports will be collected. Finally, it will be taken to the Plenary for final approval, from which the integrated action program can be developed prior to the execution of the works.
New neighborhood
Located to the north of the city and bordering San Vicente del Raspeig, this new neighborhood will have a total area of 584,732 square meters and a building capacity of 102,300 square meters. Additionally, the sector will have 457,950 square meters of green infrastructure including a public park, which will receive the same name as the neighborhood, with 356,838 square meters.
The planned housing units will be located in three residential blocks, and the construction of a public school is also planned on a 5,527 square meter plot, located next to the existing institute and facing the new Ronda Norte boulevard, an exterior roadway to the sector that will be executed between Barítono Paco Latorre Street and Cronista Vicente Martínez Street and will serve as a connection to the adjacent neighborhoods.
A building typology with open residential blocks and towers between 6 and 15 floors is proposed to ensure a smooth transition between the built area and the protected natural elements. In addition to the new Ronda Norte, it is proposed to limit vehicular traffic to a secondary perimeter service road to the existing educational center. The rest of the connections will be pedestrian walkways linking the boulevard with the residential blocks and the public park, supported by the currently existing trail network in the area.
Social and landscape integration
«The proposed planning aims to preserve the landscape and environmental values of the Lomas de Garbinet area, adapting to the natural relief and topography and dedicating only the most horizontal areas for the implementation of the planned residential and equipment uses, while meeting the conditions of planning and landscape integration,» explains Gómez. «There was a previous planning proposal for the sector before the 1987 General Urban Planning Plan that was very invasive and has now been transformed into a partial plan adapted to the topography, which protects and enhances the natural environment in which the sector is located and makes available to the people of Alicante almost a thousand housing units, nearly 300 of them protected, and a large public park with pedestrian trails,» adds the Councilor of Urban Planning.
This new neighborhood will complete the city on its northern edge, consolidating the urban environment of the Juan XXIII neighborhood and improving its connections with the rest of the city and the surrounding natural environment, generating a large primary park and establishing a suitable transition with non-urbanized land and natural elements. Furthermore, it will contribute to the urban and social recovery of a degraded fabric, generating new activity and connections to revitalize the area.
In line with the Alicante 4D city model, a compact sector is proposed, with low land consumption and a diversity of building typologies that attract various social strata, promoting social normalization.
The intervention will also allow Alicante to recover the Lomas de Garbinet as a natural area of interest, integrating it into the municipal green infrastructure and turning it into a public park, avoiding urbanization and protecting areas of environmental and landscape interest, which would significantly contribute to the social revitalization of the adjacent neighborhood, highlighting the exceptional characteristics of the environment and achieving its environmental and landscape recovery.
