
The City Council will give the green light next week in the Government Board to the urbanization of a sector located between Caja de Ahorros Street, Flora de España, and the roundabout of Engineer Pedro Torres.
Alicante, April 3, 2025. The City Council of Alicante is advancing in the development of a new neighborhood in Albufereta, which will have approximately a thousand homes, of which 10% will be public housing, a large facility, and a green area. It is located between Caja de Ahorros Street (extension of Vía Parque), Flora de España, and the roundabout of Engineer Pedro Torres, on the other side of the Juncaret ravine. Next Tuesday, the Integrated Action Program and the appointment of the urbanizing agent for the execution unit A.1 of the partial plan ¼ Albufereta are scheduled to be approved at the Local Government Board, with construction possibly starting in 2026.
The mayor of Alicante, Luis Barcala, highlights that the City Council has managed to «unblock the urbanization of this sector located in an area of great attraction in the city that, for various reasons, had not been able to move forward until now» and adds that «with the development of this neighborhood in Albufereta, we are advancing one of our strategic lines of the mandate, which is the promotion of housing to meet the current and future needs of the people of Alicante.»
Of the thousand homes planned to be built in this area, «a hundred will be public housing thanks to the City Council using its land for this purpose, in a clear commitment to promoting affordable housing for everyone,» Barcala explains. The partial plan ¼ Albufereta does not include the construction of VPP, as at the time of its initial processing, it was not mandatory to reserve land for this purpose. However, the Alicante City Council has decided to compensate for this lack by transferring its development rights in the sector.
The homes will be concentrated in the western area of the neighborhood, away from the ravine and the BIC ‘Cerro de las Balsas,’ where a large green area is planned to be developed later on and the archaeological site valued, actions that will complete this new neighborhood of Alicante.
The execution of a public facility, yet to be defined, that will occupy an area of 10,000 square meters, and a green area is also planned in the area.
This integrated action program was displayed to the public for 45 days and has the mandatory technical report certifying that the urbanization project includes the necessary measures for flood prevention.
Unblocking of the processing:
The Partial Plan I/4, Albufereta sector has had approved planning since 1991, and since then, it has undergone numerous urban actions and programming initiatives that, for various reasons and difficulties in processing, have not completed the urbanization of its scope.
To solve the problem, it was decided to sequentially develop the urban area and divide the Execution Unit 1 (Polygon A) of the sector into two subunits, A.1 and A.2. This way, the urban management of the sector is streamlined.
In this first subunit, A.1, it is intended to complete part of the urbanization works of the previous urbanizing agent, filling in the current urban pattern provided in the approved planning. Leaving for the second subunit the provision to organize the area through a planning modification that reduces the building pressure of the area, defining a green infrastructure that can connect the sector with the beach and the innermost areas of the municipality, integrating the environment of the BIC ‘Cerro de las Balsas’.
The proposed area of action is 128,087.38 m², with an estimated building capacity of 135,380 m² of roof (108,933 m² residential and 26,446 m² tertiary). An approximate investment of 20 million euros is expected.
