
The Local Government Board of the City Council of Benidorm has awarded the contract for the supply and installation of parking meters, control devices, and management platform for the regulated parking in the green and orange zones of the city. The winning company is Flowbird España SLU, which submitted an economic offer of 362,758 euros (VAT included).
Based on the scores obtained for the company’s offer in the different criteria followed, the Contracting Committee proposed the award on February 21st, which has now been finalized once the company has provided the final guarantee and relevant documentation, and the proposal has been approved by the Local Government Board.
This contract is necessary to achieve the objectives defined in the Tourism Sustainability Plan for Destination 2023 ‘Green Benidorm’, which is part of the Recovery, Transformation, and Resilience Plan, funded by European Union-NextGenerationEU funds. Specifically, it is included in Programmatic Axis number 4 related to Competitiveness, with milestone number 16 being the reorganization of traffic flow in the green and orange zones.
The contract stipulates the need to implement a control and management system for traffic flow facilitated by regulated parking in the mentioned zones. The process followed has been open, harmonized, and through an ordinary procedure, with a base bidding budget of 394,299 euros.
The set execution period is 18 months. The Mobility Councillor, Francis Muñoz, explained that «the supply, installation, and commissioning of the equipment and management platforms must be operational within a maximum of six months, while the software operation assurance has an additional twelve months». The established warranty is one year for the system operation and two years for the parking meters. According to the terms and conditions, a total of 64 meters will be installed.
The orange regulated parking zone is where parking is allowed only for residents for a maximum of ten days without a fee. Non-residents in the municipality of Benidorm are prohibited from parking in this zone. The parking hours in this zone are valid all year round, 24 hours a day.
However, parking in the orange zone is allowed for non-residents when they can prove consumption in city establishments, for which a method to verify such consumption will be implemented. Thus, one hour of parking will be allowed for a consumption between 5 and 9.99 euros; two hours for a consumption between 10 and 14.99 euros, and three hours for a consumption of 15 euros or more.
Regarding the green zone, parking is limited by time, with a fee for vehicles based on the tariff conditions of the blue zone, applicable 24 hours a day, every day of the year. In this zone, however, residents can park for a maximum of 48 hours without a fee.
On another note, Francis Muñoz also clarified that «the contract stipulates that both the management platform, control devices, and parking meters must allow the regulation of parking according to the characteristics of each zone type, so that variables such as hours, fees, or permits can be modified». Additionally, he stated that «they must allow for future management of parking in the so-called red zone, which would be the one where only residents are allowed to park for a limited time without paying a fee, but expressly prohibits non-residents from parking in Benidorm».
